What are the code requirements for residential handrails? +

Under CBC rules, residential handrails must be placed between 34 and 38 inches measured vertically from the tread nose, must run continuously, and must return to the wall or post.

What does "graspable handrail" mean? +

It means the handrail must have a cross-section that can be easily gripped by a hand. A circular rail must be between 1.25" and 2" in outer diameter. If non-circular, it must have a perimeter between 4" and 6.25" with recess grooves.
